Madagascar – Drinking water supply, latrine construction, and management support project in the commune of Fanivelona

Contexte

•Location: Fanivelona is located on the East coast of Madagascar, in the Vatovavy-Fitovinany region, 8 km southwest of the commune of Nosy Varika.
•Project Beneficiaries: 17,000 people in 2017, with a projected population of approximately 31,000 by 2040.
•Project Duration: 14 months.

•Contracting Authority: The Commune of Fanivelona.
•Project Manager: Hydraulique Sans Frontières (HSF).
•Local Partners: * DIREAU (Vatovavy-Fitovinany): Responsible for maintenance training for Water Management Committees (WMC/CGE).
• HYDEAU Association: Will organize hygiene awareness sessions for the local population.

L'action d'Hydraulique Sans Frontières

This project was preceded by a feasibility study in 2015. Needs assessment was conducted by Miary RAVELONJATO (HSF’s Malagasy Project Officer), the mayor, and the residents themselves.
Currently, all boreholes in the commune are out of service, with the exception of one private borehole. Existing wells were originally equipped with manual pumps that no longer work. Only the two wells in central Fanivelona, rehabilitated during the first phase (2017-2018), are equipped with a pulley system. In other wells, water is currently drawn using a bucket and rope; these wells are uncovered, making them highly vulnerable to pollution. No management body had been established to ensure the cleanliness and securing of the wells.
Depending on where they live, residents collect water from the river or the lake at the village entrance. On average, families travel to a water point (river, lake, or well) two to three times a day, taking 10 to 20 minutes per trip. Water collection remains the primary responsibility of women and children. During the dry season, water quantity is often insufficient, while during the rainy season, villagers report the presence of animal carcasses in the river.
Furthermore, the Commune of Fanivelona has only one Basic Health Center (BHC/CSB) located in the center, where a midwife also resides. The well at this health center was renovated during the initial study. Children under 5 are the most vulnerable group and represent the vast majority of medical consultations. The primary diseases reported are malaria, bilharzia (schistosomiasis), and diarrhea.

oFacilitate access to safe water points and reduce the burden of water collection.
oImprove public health by reducing waterborne diseases.
oProvide students with appropriate latrine facilities.
oEnsure the long-term sustainability of the facilities through local support and monitoring.
